Interconnected Fish Stamp

Create a stamp design centered around two simplified and vibrantly colored interconnected fish, facing opposite directions with one facing up and the other down. Incorporate a wavy border that complements the fish. Set the background as light blue with watery ripples, creating a dreamlike atmosphere. Clearly add the face value and issuer country identification in appropriate locations on the stamp. Maintain a modern and animated style while emphasizing attention to detail and color harmony. Ensure that the design is both unique and adherent to stamp printing specifications --ar 9:16 --stylize 1000
